As a 6-Star Material, Special Steel mainly appears above 41F+, on Iron-specific floors in Battle To The Top and Tengoku.

Can be bought for 1500 Bloodnium in the Bloodnium Exchange, or from the daily Hernia lineup (if available) for 15000 / 3 (for x1) or 60000 / 12 (for x5). Drops from Platinum Lost Bags.
